ODFW SubLocal 109 Bargaining Updates
As we work on negotiating our contract it’s important that we have a transparent process in which you know how to access relevant information. An abbreviated list of topics being addressed during this round of negotiations is listed below. Please reach out to one of our bargaining delegates (Steve Emerson, Angela Ward, Michelle Jones) for more information.
Coalition Table (Proposals specific to the ODOT Coalition, which consists of the natural resource and outdoor based agencies including: ODFW, ODF, OPRD, DMV, ODOT, DOGAMI, ODA & Water Resources)
Union Proposal: Increased uniform allowance with consistent language across agencies to provide less confusion and parity among all state employees across agencies
- Initial proposal for unified language across agencies rejected by management, reasoning uniform language doesn’t make sense across diverse agencies
Union Proposal: Maintaining the right for people to request a review of CDL requirements in their position description when they have not been required to drive for the state in over 24 months
- Management request to sunset relevant Letter of Agreement, reasoning that no one has asked for the requirement to be reviewed
Union Proposal: Permission to carry pepper spray as protection from both domestic and wild animals, includes a provision for creating an across agency tracking system for wildlife encounters
- Initial proposal rejected by management, reasoning reports already exist and aggressive animals are not encountered to their knowledge
Union Proposal: Notify people who may have been exposed to toxic chemicals in the workplace and track this information as it becomes available (e.g., smoke from a tire fire, particulates from near by construction)

Central Table (Proposals that would apply to all state employees)
Management Proposals:
- 4.4% Cost-of-living adjustment to be implemented in December 2023 and another 2.3% in December 2024
- Reduce posting time for open positions to 5 days
- Switch to biweekly pay checks in place of monthly paychecks to accommodate WorkDay
- Remove first two steps for some lower salary ranges, offering a modest pay increase for staff in those ranges
Union Proposals:
- 11% Cost-of-living adjustment effective July 1, 2023
- 9% Cost-of-living adjustment effective July 1, 2024
- No state worker is paid less than $22 an hour by the end of the contract
- State pays our entire health insurance premium
- 24 hours per year of Preventive Care leave
- $1 per hour differential for all in-person work
- Updated telework language, strengthening reasons to work remotely
- Longevity differentials for long-term employees
- Adding Indigenous People’s Day as a paid holiday
- Paid Leave Oregon premium fully paid by the state
- Increasing vacation accruals
